Why Puerto Rican Urbanizations?

Puerto Rican postal address creation requires the Puerto Rico urbanization address element tab. Most Puerto Rican street addresses are incomplete without an urbanization. For example, the USPS ZIP-code "00956" has 13 streets named "CALLE 1" and four houses with the number "A1" on those 13 streets.
