The USPS CASS program is a strict set of address matching standards that regulate annual CASS certification of address matching / standardization software. Mail*STAR is CASS Certified™ for DPV®, eLOT®, SuiteLink™ , LACSLink® and RDI™ both nationally and for Puerto Rico and has maintained continuous USPS CASS certification since January 1996.

Address Matching Software

The USPS CASS address matching and standardization process is described in detail below. CASS processing includes address matching, verification and correction using current USPS postal data. CASS standardized addresses comply with Publication-28 address standards.

USPS CASS Address Matching

Address matching sets a search area determined by verification of input city, state-code and ZIP Code™. Scope is expanded when the input city matches a USPS non-default city. Address matching scope can be expanded by USPS finance numbers to include any ZIP Code in proximity to the matched city. Delivery line elements are then matched to USPS ZIP+4™ records within the ZIP Code scope. Address matching and address verification scope and search precedence rules are based on strict USPS CASS certification guidelines.

USPS CASS Address Verification

Address verification validates primary and secondary numbers against USPS ZIP+4 range records for every address matching candidate record adding current ZIP+4, carrier route, eLOT, delivery point and Intelligent Mail® or POSTNET™ barcode. Address verification treats street door numbers and P.O. Box™ or rural route box numbers as primary numbers. High-rise and firm address verification considers apartment, suite or other unit number as secondary numbers.

USPS CASS Address Correction

Address correction includes spelling changes, directional, suffix and unit designator adjustments as directed by USPS CASS certification address correction standards. ZIP Code or city name address correction may be required under rigid USPS CASS certification control.

USPS CASS Address Standardization

USPS Publication-28 standardization and USPS Domestic Mail Manual directives describe CASS Certified address standardization rules. Non-postal delivery information such as private mailbox (PMB) numbers conform to USPS Domestic Mail Manual 508.1.9.2.
