Mail*STAR Postal Software Solution

Mail*STAR postal software can be used standalone for USPS® CASS™ verification and DPV® delivery point confirmation of single addresses. Mail*STAR accepts inputted addresses typed or pasted from a clipboard supporting free format address data reporting on a valid candidate or multiple CASS candidate records depending on the data input. The results are ordered by address quality. Mail*STAR postal software expresses address quality and reliability using a color-coded address quality bar.

Mail*STAR postal software address quality flags report edits required for validation. USPS Standardized DPV footnotes report on deliverability. Mail*STAR export window allows you to resend return mail or create envelopes for first or single contact. A variety of envelope sizes and layouts are provided with or without a return address.

Free Format Address Support

A formatted address is a set of specific rules designed by the USPS national database with punctuations, abbreviations and proper ordering of address components for reliable deliverable purposes. Publication 28 is the 200 page address formatting guideline published by the USPS for the United States Postal Service.

Mail*STAR provides free format address support which does not require that input addresses conform to USPS Publication-28 standards for accurate address correction. Mail*STAR treats input address data as a data stream.

The entire address can appear on a single line or be divided and incorrectly ordered.

Phonetic Address Lookup

Mail*STAR uses multiple phonetic matching algorithms and performs name or token searches for address element lookups. For example, within the city context of “HOUSTON TX”, the street lookup clue “SPNSH” provides five street candidates based on a phonetic match with “SPANISH” including “OLD SPANISH TRAIL”.

Relational technology and dynamic SQL permit candidate address lookup based on complex criteria. Finding all possible candidates given:

• • • a ZIP Code™ list implied by city/state.
    • a street list resulting from an inexact street clue.
    • a known apartment number is made possible by building SQL queries dynamically.

Address Correction and Verification

The address correction and verification program is a strict set of address matching standards that regulate annual CASS certification of address matching / standardization software. Mail*STAR is CASS Certified™ for DPV®, eLOT®, SuiteLink™ , LACSLink® and RDI™ both nationally and for Puerto Rico, and has maintained continuous USPS CASS certification since January 1996.

The USPS CASS address matching and standardization process is described in detail below. CASS processing includes address matching, verification and correction using current USPS postal data. CASS standardized addresses comply with Publication-28 address standards.

Address matching sets a search area determined by verification of input city, state-code and ZIP Code™. Scope is expanded when the input city matches a USPS non-default city. Address matching scope can be expanded by USPS finance numbers to include any ZIP Code in proximity to the matched city. Delivery line elements are then matched to USPS ZIP+4™ records within the ZIP Code scope. Address matching and address verification scope and search precedence rules are based on strict USPS CASS certification guidelines.

Address Verification

Address verification and correction validates primary and secondary numbers against USPS ZIP+4 range records for every address matching candidate record adding current ZIP+4, carrier route, eLOT, delivery point and Intelligent Mail® barcode. Address verification treats street door numbers and P.O. Box™ or rural route box numbers as primary numbers. High-rise and firm address verification considers apartment, suite or other unit number as secondary numbers.

Address Correction

Address correction and verification includes spelling changes, directional, suffix and unit designator adjustments as directed by USPS CASS certification address correction standards. ZIP Code or city name address correction may be required under rigid USPS CASS certification control.
